December 2, 2002 M E M O R A N D U M In the November 1997 special session of the Legislature, authorization was provided for the issuance of Lottery Bonds to finance construction. The bond proceeds are used to fund four programs: the Classrooms First Program, the Effort Index Program, the Small County Assistance Program, and the School Infrastructure Thrift (SIT) Program. The bond issues are sold based on projected cash disbursements to districts. The bond proceeds are distributed to districts monthly, except for the SIT program for which lump sum payments are made based on grant awards.
