READING FIRST GRANT PROPOSAL Governor Jeb Bush, Commissioner of Education Charlie Crist and Secretary of Education Jim Horne have submitted Florida’s Reading First proposal to the United States Department of Education’s Office of Elementary and Secondary Education.
