Goal
The goal of this professional development institute is to prepare middle school and secondary teachers to
effectively implement the
We the People…
The Citizen and the Constitution curriculum. The
We the People…
program is the leading constitutional studies curriculum in the nation. The primary goal of the
We the People…
program is to promote civic competence and responsibility among the nations students. The design of the
instructional program, including its innovative culminating activity, makes the program successful with both
teachers and students.
The institute offers training for participants in constitutional content, teaching
methodologies, and performance assessment.
Overview
The Florida
We the People…
Summer Institute is a rigorous, weeklong, residential professional
development program focusing on the history and principles of the US Constitution and Bill of Rights.
Participants will take part in lectures and discussions on constitutional themes pertinent to the curriculum
content, classroom methodologies, and performance assessment. An essential component of the institute will
be the preparation and participation in a simulated congressional hearing as a culminating activity. National

demonstrate classroom applications.
The
We the People…
instructional program enhances students’ understanding of the institutions of American
constitutional democracy. At the same time, students discover the contemporary relevance of the Constitution
and Bill of Rights. The culminating activity is a simulated congressional hearing in which students “testify”
before a panel of judges. Students demonstrate their knowledge and understanding of constitutional principles
and have opportunities to evaluate, take, and defend positions on relevant historical and contemporary issues.
Since the inception of the
We the People…
program in 1987, more than 24 million students and 75 thousand
educators have participated in this innovative course of study. The program enjoys the active participation of
members of Congress, as well as support from professional, business, and community organizations across
the nation.
Content
Participants will receive scholarly presentations, classroom application strategies and assessment content on
the following topics:

What are the Historical and Philosophical Foundations of the American Political System?

How Did the Framers Create the Constitution?
�
How Did the Values and Principles Embodied in the Constitution Shape American Institutions
and Practices?
�
How Have the Protections of the Bill of Rights Been Developed and Expanded?
�
What Rights Does the Bill of Rights Protect?
�
What Are the Roles of the Citizen in American Democracy?
Florida

Summer Institute
Participants will receive at no cost:
�
Airfare or reimbursement for ground transportation to and from the institute*;
€
�
On-campus lodging and meals;
€
�
A library of constitutional literature;
€
�
A set of
We the People…
texts for classroom use; and
€
�
An institute notebook with additional materials provided by scholars and mentors.

Notes:
* Each participant driving to Tallahassee is eligible for up to a $200 travel stipend based on actual mileage to
and from the institute (@ .30 per mile = 667 miles roundtrip).
Participant Requirements
Participants are required to implement the
We the People…
curriculum in their classroom during the following
academic year and host a non-competitive classroom hearing or (at the high school level) participate in a
competitive hearing at the district or state level.
