Fee Exempt Programs
 
 
We are providing the fee exempt information due to significant growth and
interest in this subject. A ten-year comparison of fee exempt programs reveals
the following:
 
From 1991-1992 to 2001-2002, fee exempt FTE increased 87.6%,
whereas the total FTE increased by only 9.0% over the same ten-year
period. Fee exempt FTE was 8.2% of the total FTE in 1991-1992 and
14.1% in 2001-2002 (Attachment A-1).
 
Attachment A-2 shows the change over 10 years by program.
 
In 1991-1992, fee exempt FTE represented over 15% of total FTE for 8
community colleges (Attachment A-3) whereas, in 2001-2002, fee
exempt FTE represented over 15% of total FTE for 11 community
colleges (Attachment A-4).
 
Attachment B displays similar information for headcount students as contained
in Attachment A for FTE.
 
From 1991-1992 to 2001-2002, fee exempt headcount increased 23.8%,
whereas, the total headcount increased by 1.1% over the same ten-year
period (Attachment B-1).
 
Fee exempt headcount was 11.7% of the total headcount in 1991-1992
and 14.3% in 2001-2002 (Attachment B-1).
