Supplemental Funds for Fiscal Year 2002-03 - Individuals with Disabilities
Education Act (IDEA), Part B, Preschool Grants for Students with
Disabilities Ages 3-5
We are pleased to inform you that a total of $8,648,160.00 in supplemental IDEA, Part B
Preschool funds will be distributed to districts statewide for FY 2003.
Allocations will be
made using a formula with 85% of the funds ($7,350,937.00) distributed based upon current
membership data (total number of public and private school students) and the remaining 15%
($1,297,223.00) distributed based on free and reduced lunch data. Enclosed is a preliminary
allocation distribution chart identifying estimated supplemental amounts to facilitate planning
and budgeting for the use of these funds.
Official notification of the supplemental amounts will be issued when roll forward
certifications for FY 02 are issued by the Department’s Comptroller.
Notification of roll
forward certification typically occurs in early to mid-January.
At that time districts will be
required to submit project amendments for these supplemental funds and any FY 02 roll
forward funds that were not estimated in your initial project application for FY 03. During
the roll forward amendment process, districts/agencies will be required to submit a plan that
addresses “priority areas for students with disabilities ages 3-5.” These “priority areas” may
be unique to your district or may be identified as one or more of the following areas of
priority as determined by Florida’s State Improvement Plan under IDEA regulations:
assessment, inclusion, transition, and program evaluation.
As you develop your plan for using these funds, please remember that these supplemental
funds will be awarded as part of the FY 03 funds. This means that any unexpended FY 03
funds as of June 30, 2003, will roll forward for use during the next fiscal year and must be
expended by June 30, 2004.
