2003 Community College Baccalaureate Degree Proposals
As we begin the new year, let me take a moment to clarify the process that should be used
by community colleges that pursue State Board of Education approval to grant
baccalaureate degrees under the provisions of Section 1007.33, Florida Statutes, related to
site-determined baccalaureate degree access.
Subsection (3) requires proposals to both “be submitted to the State Board of Education
for approval” and “be submitted to the Council for Education Policy Research and
Improvement for review and comment.” Accordingly, please direct any proposal
submissions to Commissioner Jim Horne, Turlington Building, Suite 1514, 325 West
Gaines Street, Tallahassee, Florida 32399. It would also be helpful if you copied me on
your submission. Additionally, you should either copy Dr. Bill Proctor at CEPRI, or send
a direct mailing as you do with the Commissioner.
Commissioner Horne will acknowledge receipt of your proposal and will direct my staff
and me to begin review and comment in collaboration with our colleagues within the
Department, and in conjunction with CEPRI staff. We will do what we can to ensure a
fair and expeditious review and consideration of your proposals.
As you know, the budget does not look promising this year for new projects or program
expansion. We are, however, accepting proposals prepared consistent with law. I
continue to appreciate your efforts to seek ways to provide greater options for our
communities and our students.
