Technical Assistance Paper on Basic Skills Requirements
Attached is a Technical Assistance Paper addressing the implementation of Section
1004.91, Florida Statutes, Basic Skills Requirements for Technical Certificate Programs. The
statute will go into effect January 7, 2003.
In addition to the Technical Assistance Paper, you will find a list of the recognized state,
national and industry licensure exams. Please review the list and submit any additional

Implementation of Section, 1004.91, Florida Statutes
Basic Skills Requirements for Technical Certificate Programs
Section 1004.91, Florida Statutes, changed the Basic Skills Requirements for Technical
Certificate programs. The following is effective January 7, 2003.
1.
The testing requirement was reinstated to apply to programs that are
450 hours or more
.
2.
Exemptions now include:
a.
Students who have received an Associate in Applied Science degree or higher.
b.
Students who have completed or are exempt from CLAST.
c.
Students who are exempt from the college entry-level examination.
3.
Students enrolled in programs of 450 hours or more that require a state, national or industry
licensure exam for employment must be tested initially. If upon program completion, the
student documents passage of the licensure exam, the basic skills exit requirement is waived.
A list of licensures exams applicable to this legislation is attached to this memo.
Documentation of successful passage of the required state, national or industry exam is the
responsibility of the school district or community college. While statewide documentation of
successful completion of state examinations is a goal, at this point that option is not
available. The DOE will continue to work on identifying ways to document student
successes in this area.
Implementation
Students who enroll in a program offered for technical credit of 450 hours or more shall
complete the entry-level examination within the first six (6) weeks of admission into the program
as per State Board Rule 6A-10.040, FAC.
1.
Students enrolled in and completing a program of 180 hours or more prior to
January 7, 2003, should have followed the requirements that were in effect when they
enrolled in the program.
2.
Students enrolled in a program of 180 hours or more but less than
450 hours that are
still enrolled after January 7, 2003, should have been initially tested for basic skills
prior to January 7, 2003. However, the student will not need to successfully pass the
Basic Skills Requirements to receive a certificate of program completion.
3.
Students enrolling in programs of less than 450 hours after January 7, 2003, will be
exempt
from basic skills requirements.
4.
Students enrolling in programs of 450 hours or more after January 7, 2003 must
complete the Basic Skills Requirements or be exempt.
5.
ATDs offered for technical credit at technical centers or community colleges follow
the same rule as technical certificate (PSAV) programs. If the program is less than
450 hours, the students are exempt.
6.
ATDs offered for college credit at community colleges follow the rules for the
college entry-level examination.
