2002-2003 Monitoring Plans
As you are by now aware, the United States Department of Education (USDE)
conducted an on-site monitoring visit of Florida Department of Education (FDOE) Title I,
Programs in April 2002.
You were provided a copy of the report from this visit in a
document from Mr. Rony Joseph, the State Director for Title I Migrant Programs that
was dated October 3, 2002.
This correspondence is a follow-up to the comments
and/or recommendations regarding on-site monitoring.
In response to these findings and other areas of concern surrounding federal program
monitoring, the Department is redesigning the monitoring of all federal programs. The
planning and development of the monitoring system will occur during the 2002-03
school year.
As part of this process, representatives from the field will be invited to
participate. As we work through the many issues involved in such a system, we will
keep you informed about the plans and activities.
For the 2002-03 school year, we will continue to utilize the self-evaluation workpapers
that districts and other local education agencies (LEAs) have used in the past. Every
district and other LEA will be required to submit completed workpapers to the Bureau of
Safe Schools and School Support.
The completed work papers will be used to
determine which districts will receive on-site visits.
Attached you will find a draft of the self-evaluation work papers. These work papers are
being provided as a draft to allow you an opportunity to give us input into how this tool
could be improved to provide the best method of evaluation at the district level. This is
a very important part of the process because the on-site monitoring tools will be aligned
with the self-evaluation workpapers.
We are requesting that any suggestions be
submitted no later than
December 20, 2002.
This will also enable district staff to meet

the March 28, 2003 deadline that is required for submission of the completed
workpapers.
This will provide FDOE staff ample time to review and incorporate any
changes prior to the first regional workshops that will occur beginning February 2003.
