Each school shall jointly develop with parents of Title I children, a school-parent compact that
outlines how parents, the entire school staff, and students share the responsibility for improved
student achievement and the means by which school and parents will build and develop a
partnership to help children achieve. Such compact shall:
 
Describe the school's responsibility to provide high-quality curriculum and instruction in a
supportive and effective learning environment that enables the children served to meet the state’s
student academic achievement standards and the ways parents will be responsible for supporting
their children's learning (monitoring attendance, homework completion, and television watching)
and volunteering in their children's classrooms.
 
Address the importance of communication between teachers and parents on an ongoing basis at a
minimum through:
 
Annual parent-teacher conferences in elementary school, during which the compact shall be
discussed relating to the child’s achievement.
 
Frequent reports to parents on their children's progress.
 
Reasonable access to staff, opportunities to volunteer, participate in their child’s class and
observe in the classroom.

Providing assistance to parents in such areas as understanding the State's student academic

the achievement of their children.
 
Providing materials and training to work with their children to improve academic achievement,
including coordinating necessary literacy training and using technology.
 
Educating teachers, pupil services personnel, principals, and other staff in the value and
contributions parents can provide as equal partners and build ties between parents and school.
 
Coordinating and integrating parent involvement programs with such programs as Head Start,
Reading First, Early Reading First, Home Instruction Programs for Preschool Youngsters, Parents
as Teachers, Even Start and other preschool programs.
 
Ensuring that information related to school and parent programs, meetings, and other activities is
sent home in the language used in the home.
 
Providing for other reasonable support for parental involvement activities as requested by parents.
