Notice to Potential Applicants under the Title IV Community Service Program:

In an effort to allow local programs the maximum amount of time to design and implement

projects, the Florida Department of Education (FDOE) and Governor's Office of Drug
Control drafted and issued the Community Service Grant Program Request for Applications

(RFA) based on verbal guidance that was available from the U.S. Department of Education
at the time. Expanded guidance was published after the RFA was written. As a result, there

are three areas that warrant either a change or further clarification in the RFA:

Funds will be issued under "Cooperative Agreements" between the local applicant and
the Florida Department of Education. The terms of the Cooperative Agreements are still

being defined/clarified, and applicants recommended for funding will be notified of

applicable terms and conditions at the same time as they are notified of their funding
status.

Funds awarded under this program may not be used for administrative or indirect
purposes.
This rule supercedes language on page 7 of the RFA, which said a small
percentage of funds could support indirect or administrative costs.
Applicants are
encouraged to re-focus administrative or indirect expenses toward programmatic
activities and expenses.
Costs for salary, transportation, materials, use of facilities,
equipment, etc., are allowable.
Such items must, however, be shown to be directly
related to student activities and project goals and objectives. Such items must also be
dedicated to the project.

The RFA cites research on the effectiveness of service and service-learning programs
with suspended, expelled, and other students (pages 6-7). In addition, Appendix 2 lists a
variety of research-based strategies and programs that can support the Title IV
Community Service Program goals. Language in the Federal Guidance further stresses
that funded activities "should be based on scientific research on effective community
service programs that have demonstrated positive impact on participants."
Therefore,
applicants should base their proposed efforts on such research and document that
research. Two additional online sites are recommended for examples of research-based
programs and strategies:
The National Centers for the Application of Prevention Technologies (CAPT) system assists
states/jurisdictions and community-based organizations in applying research-based
knowledge to substance abuse prevention programs, practices, and policies.
Six regional
centers focus on fine-tuned expertise to provide unduplicated products and services

The "Building a Successful Prevention Program" is a featured service of the
