Highly Qualified Teacher Requirements Update to October 4, 2002 Chart

This memorandum and the accompanying chart (revised November 27, 2002) are sent to
provide a change to a critical timeline for “not new” teachers of core academic subjects in
Title I schoolwide or targeted assistance programs. These teachers are the teachers who
were hired before or on the first day of school in the 2002-2003 school year, and therefore
are classified as “not new” teachers. The clarification is that the not new teachers in Title I
programs have the same timeline for compliance with the requirements to meet the NCLB
highly qualified requirements as other not new teachers of core academic subjects in the
district. The timeline for not new teachers to meet requirements for designation as a highly
qualified teacher is no later than the end of the 2005-2006 school year.

We regret that an incorrect timeline of 2002-2003 school year for not new Title I teachers
was shown on page two of the chart dated October 4, 2002. This version dated
November 27, 2002, replaces and supersedes the earlier chart. Please contact Beverly
Gregory at edcert@fldoe.org if additional clarification is needed.
