FIRST QUARTER REPORT 2002-2003
Enclosed you will find a copy of the report the Department of Highway
Safety and Motor Vehicles (DHSMV) is required to send to each school
district. This report now includes manual additions and deletions by
department personnel. The names of students transmitted to the
DHSMV will be mailed under separate cover to your district's Director of
Student Services. Our staff reviewed the report and compiled the
information into a State Summary that reflects transactions processed
for school districts from July 1, 2002, through September 30, 2002
(Attachment 1).
For the first quarter of school year 2002-2003, school districts reported:

1,042 students received Notices of Intent to Suspend Driving
Privileges
?
3,278 Notices of Intent to Suspend Driving Privileges were deleted
?
3,902 Non-Licensed drivers received notices that they were not
eligible to apply and receive driver’s licenses
?
6,489 Non-Compliance Orders for Non-Licensed drivers were
deleted
?
654 Suspension Orders issued
?
2,259 Suspension Orders were cleared or deleted
?
23 students who reinstated their driving privilege received 2

The Technical Assistance Paper on Implementation of Attendance Requirements for Minors
to Maintain Their Driving Privilege, transmitted by DPS Memo 03-020, directs school
districts to transmit student data to DHSMV at least once a week. Districts reporting
students as soon as they withdraw from school or accumulate 15 unexcused absences in
90 calendar days are more successful at retrieving dropouts and improving student
attendance. Implementation of these requirements can improve district dropout and
attendance rates.
