Request for Proposals: Title IV Community Service Grants
 
The Department of Education, in partnership with the Governor’s Office of
Drug Control, will award contracts to support the development,
implementation, and dissemination of structured service programs involving
K-12 students who are suspended, expelled, or in alternative programs in lieu
of expulsion. Funding is from the Title IV Safe and Drug-Free Schools and
Communities program under federal “No Child Left Behind” legislation.
Public schools and districts are eligible to apply. Private schools, institutions
of higher education, non-profit organizations, and faith-based organizations
may also apply in partnership with one or more public school districts.
 
A total of $2,201,180 is available. The minimum contract amount is
$10,000; the maximum contract amount is $175,000, but most contracts will
be under $75,000. The contract period will be February 2003-January 2004,
with a possibility to extend another six months.
 
THE DEADLINE FOR RECEIPT OF APPLICATIONS IS
DECEMBER 16, 2002
 
Contracts will support pilot and model programs to engage the target student
population in community service that meets real community needs and helps
reduce suspension and expulsion rates. Proposed service efforts must have
participants practice skills and behaviors they need to return to the regular
classroom and function productively in society, as well as to improve
attendance and behavior, personal responsibility, social competence, and job
skills.
 
The enclosed proposal guidelines contain full details and instructions. There
will also be a series of regional workshops to assist potential applicants. The
workshop schedule is included as an attachment in the Request for
