Title IV Community Service Projects (FDOE)
PROGRAM
: The Florida Department of Education (FDOE), Division of Public Schools and
Community Education, Office of School Improvement is seeking proposals for Title IV
Community Service Projects funded through the No Child Left Behind Legislation. This
program supports contractual activities for pilot and model initiatives to engage students who are
suspended, expelled, or in alternative programs in lieu of expulsion. Activities are to engage this
student population in community service that has the students practice skills and behaviors they
need to transition back to the regular classroom and be productive citizens. Service activities
must support academic goals, meet real community needs, and help reduce suspension and
expulsion rates. The focus of the service is not punitive but rather rehabilitative and educational.
DEADLINE
: December 16, 2002.
FUNDING
: Total amount -- $2,201,180. Minimum awards -- $10,000. Maximum awards --
$175,000. Average awards – under $75,000. Funding period is February 2003, through January
2004.
ELIGIBILITY
: Public School systems/districts, other organization including institutions of
higher education, private schools, non-profit 501 (c)(3) organizations, and faith-based
organizations in collaboration with public school systems/districts.

National Leadership Grants for Libraries (IMLS)
PROGRAM
: The Institute of Museum and Library Services (IMLS) seeks applications from
€
libraries to develop innovative models to take a leadership role in the education of 21
st Century
€
lifelong learners.
€
Categories include:
€
Education and training
in library and information science, including traineeships, institutes,
€
graduate fellowships and other programs. Proposals should address recruitment and retention
€
issues as well as intended learning outcomes.
€
Research and demonstration
for research in library science and demonstration projects to test
€
potential solutions to problems in real-world situations.
€
Preservation or digitization
of library materials. Applicants should describe the significance of
€
the materials proposed for preservation or digitization (or both) and, if applicable, any innovative
€
approaches.
€
Model programs of library-museum collaboration
that model how museums and libraries can
€
work together to expand their service to the community through technology or enhancing
€
education.
€
DEADLINE
: February 1, 2003, for projects addressing education and training; research and
€
demonstration; and preservation or digitization. April 1, 2003, for library-museum
€
collaborations.
€
FUNDING
: Grants range from $15,000 to $500,000 each. The project period is up to three
€
years.
€
ELIGIBILITY
: For the first three categories, all types of libraries may apply, except federal
€
and for-profit libraries. Eligible libraries include school, public, academic, nonprofit private,
€
library agencies and library consortia, as well as institutions of higher education. For library-
€
museum collaboration projects, applicants must include at least one library and one museum.

Either applicant may be the lead.

Islamic Countries Youth Initiative Academic Studies Program (DOS)
PROGRAM
: The U.S. Department of State (DOS), Youth Programs Division, Office of Citizen
Exchanges, Bureau of Educational and Cultural Affairs announces an open competition for
grants in support of projects to bring to the United States high school students from countries
with significant Muslim populations to attend school and live with host families.
DEADLINE
: December 16, 2002.
FUNDING
: Total program funding is: Phase I, $2 million; Phase II, $4.5 million.
ELIGIBILITY
: Public and private non-profit organizations meeting the provisions described in
Internal Revenue Code section 26 U.S.C. 501(c)(3) and public institutions may submit proposals
to carry out projects for academic semester and year-long study, as described in the request for
proposals.

Future Leaders Exchange (FLEX) Disability Reentry Workshop (DOS)
PROGRAM
: The U.S. Department of State (DOS), Office of Citizen Exchanges, Youth
Programs Division, Bureau of Educational and Cultural Affairs announces an open competition
for the FLEX Disability Workshop. Proposals are for the conduct of a special reentry workshop
to be held in April 2003 for disabled students participating in the 2003/04 Future Leaders
Exchange (FLEX) program. Approximately 16-18 students will participate in this workshop.
DEADLINE
: December 16, 2002.
FUNDING
: $35,000 for one award.
ELIGIBILITY
: Public and private non-profit organizations meeting the provisions described in

Scholarships for Military Children (DeCA)
PROGRAM
: The Defense Commissary Agency (DeCA) and Fisher House Foundation offers
the Scholarships for Military Children Program created to recognize the contributions made by
military families to the readiness of the fighting force and to celebrate the role of the commissary
in the military community.
DEADLINE
: February 19, 2003.
FUNDING
: $1,500 or above per award.
ELIGIBILITY
: Dependents of active and retired military personnel. Students must have a
minimum of 3.0 grade point average and proof of acceptance to a college or university.

Discover Card Tribute Award Scholarships
PROGRAM
: Discover Financial Services and the American Association of School
Administrators make scholarship awards to exceptional high school juniors.
DEADLINE
: January 10, 2003.
FUNDING
: Up to nine $2,500 scholarships will be awarded in each state and the District of
Columbia. Up to nine $25,000 national awards.
ELIGIBILITY
: Public or private high school juniors with at least a 2.75 grade point average
and demonstrated accomplishment in three of the following areas: special talents, leadership,
community service, and overcoming obstacles.
