Summary - New Hires in Florida Public Schools
Information on newly hired teachers is an important component of teacher supply and demand
studies. Each fall Florida school districts complete a survey of newly hired teachers at the beginning
of the school year. The responses are categorized by subject field, by level (elementary and
middle/secondary), and certification status (in field or out of field). The attached tables summarize
the responses to the 2001 survey, covering the period from July 1 to November 1, 2001. They show
that:
 
During fall 2001 school districts hired 14,383 teachers to fill vacancies in classrooms in
Florida’s public schools, about the same as the prior year. (See Table 1-2.)
 
The number of classroom teachers hired (14,383) represent 10.5 percent of the teacher
workforce (136,888). In other words, more than one out of 10 of the teacher positions had to be
filled during fall 2001.
 
One out of three of the vacancies filled was in elementary education, while one out of five was in
exceptional student education (ESE). (See Table 3.)
 
Of the positions filled, 2,335 (16 percent) were filled with teachers who did not have the
appropriate certification for the subjects they were hired to teach. Both this number and the
percentage are higher than any prior year. (See Tables 4-5.)
 
The percentage of vacancies filled by teachers without the proper certification is highest in ESE.
Thirty-one percent of the ESE vacancies in fall 2001 were filled out of field, higher than any
prior year. (See Table 5.)
 
Among areas identified as critical teacher shortage areas, vacancies filled out of field
represented 37 percent of the new hires in English for speakers of other languages (ESOL), 31
percent in ESE, 26 percent in technology education/industrial arts, 20 percent in mathematics,
16 percent in science, and 11 percent in foreign languages. (See Table 5.)
 
As shown by past surveys, not all vacancies are filled by new teachers. As an example,
approximately 19 percent of the vacancies were filled by teachers who had taught the prior year
in another Florida school district. An unknown number are filled by teachers who are returning to
the classroom after an absence of one or more years. (See Table 6.)
 
The report includes district data on the number of vacancies filled and the number and percentage
filled out of field. (See Table 7.)
