    Reporting Requirements
In July 2002, Florida received $45.6 million in federal funding through the No Child Left Behind Act of
2001 to launch a competitive process for distribution of
    Reading First
    grants to schools and districts.
Federal law requires participation in collection, analysis, and reporting of student progress data in
    reading for continuation of
    Reading First
    funding.
    Reading First,
    administered by the
    Just Read, Florida!
Office at the Florida Department of Education is working with the Florida Center for Reading Research
(FCRR), established by the Governor’s Office, to develop a web-based data management system that
meets federal requirements regarding student reading data.
By the fall of the 2003-2004 school year, all Florida
    Reading First
    grant recipients will participate in
FCRR’s web-based data management system to monitor the reading progress of all K-3
    Reading First
students. Reporting of student data to FCRR will occur four times a year throughout the duration of the
    Reading First
grant. To meet the technological demands of such a comprehensive system, FCRR has
contracted with Infinity Software Development, Inc. as a secure-site subcontractor. Please be advised
that Florida district and school reporting of
    Reading First
student data to FCRR through Infinity is
considered, and shall be protected, as confidential student information under Section 228.093(3)(d)(5),
Florida Statutes, and applicable provisions of 20 USC 1232(g), the Federal Education Rights and
    Privacy Act.
