    Draft Competencies and Skills for Three Florida Teacher Certification Examinations
     
    This memorandum is to inform you of the recommended changes to the
    Competencies and Skills
    Required for Teacher Certification in Florida, Twelfth Edition
    for three subject areas: Reading K–12,
    ESOL K–12, and Marketing 6–12. The Department is in the middle of the rule revision process for
    Rule 6A-4.0021, FAC, and plans to present its final recommendations for these subject areas to the
    State Board of Education (SBE) on June 17, 2008. If approved by the SBE, the subsequent timeline is
    as follows:
     
     
    effective July 21, 2008, and will be
    incorporated into the
    Competencies and Skills Required for Teacher
    Certification, Thirteenth Edition.
      
     
     
    Hard copies of the thirteenth edition will be distributed statewide beginning July
    31, 2008, and an electronic version will be posted to the Department’s Web site.
     
     
    The new competencies and skills for Reading K–12, ESOL K–12, and
    Marketing 6–12 will be implemented on examinations beginning October 2008.
     
    During 2007–2008, committees of university professors, school district administrators, public school
    educators from across the State of Florida, and Department program offices have completed activities
    associated with the development and refinement of the competencies and skills. The resulting draft
    competencies and skills for the three subject areas will be available for your planning purposes at
    http://www.fldoe.org/asp/ftce/ftcecomp.asp, in advance of the June 2008 SBE meeting.

    The publishing of the draft competencies and skills is intended to provide the colleges of education of
    public and private universities and educator preparation institutes time to apply the changes needed
    for preparing their students to pass the revised examinations. Please ensure that all appropriate
    individuals, district coordinators, faculty of college of education programs, et al., understand the
    recommended changes and the potential implications of these changes for your institutions and
    districts.
     
    I hope this information is helpful to you as a partner in maintaining a workforce of certified and
    qualified educators.
