INTRODUCTION
 
The Department of Education (DOE) collects school discipline and school safety data
through the DOE Automated Information Data Base. The reporting formats are the:
 
Student Discipline/Referral Action, and
 
School Environmental Safety Incident Report (SESIR).
 
 
These data are compiled into two reports—the
Statewide Report on School Safety and
Discipline
and the
Florida School Environmental Safety Incident Reporting (SESIR)
System Incidents and Resultant Disciplinary Actions Report.
 
In an on-going effort to improve the quality of data collection and reporting, the Office of
Safe Schools has updated the Disciplinary Referral Actions elements and the SESIR
definitions and related elements based on frequently asked questions, common
reporting errors, and legislative mandates for the convenience of all school districts. An
accurate picture of crime, violence, and disruption in district schools provides the basis
for identifying areas of student behavior in greatest need of improvement, provides data
necessary for public and private funding opportunities for appropriate interventions, and
is necessary to measure prevention and intervention program effectiveness. It is
through the continued efforts of the school districts that the accuracy of school safety
and discipline data collection and reporting has improved.
 
Changes to system elements and SESIR guidelines (which are presented at the DOE
Information Data Base Workshop each June), are posted on the DOE Education
Information and Accountability Services (EIAS) Web site in June of each year. The Web
links to these sites may be found in Appendix A.
 
Train-the-trainer workshops for SESIR web-based instruction will continue during the
2007-08 school year. For further information on SESIR training, please refer to the Web
link in Appendix A.

In the alcohol example, the following language was deleted “Student smelling strongly of
alcohol and showing signs of possible intoxication, including, but not limited to, slurred
speech, red or glassy eyes.” This example is not consistent with the definition and an
investigation would be needed in order to conclude that these signs were related to
alcohol use.

The “Incident, Bullying-Related” element applies to
any
SESIR incident for 2007-2008. It
was previously limited to specific incidents.

The No Child Left Behind Act of 2001 requires states to report the frequency,
seriousness, and incidence of violence and drug-related offenses resulting in
suspensions and expulsions in elementary and secondary schools in the state, under the
Uniform Information and Reporting System (UMIRS) outlined in Title IV [Public Law 107-
110, No Child Left Behind Act of 2001, Section 4112(c) (3)]. Because of this federal
requirement, the
Florida School Environmental Safety Incident Reporting (SESIR)
System Incidents and Resultant Disciplinary Actions Report
was created to summarize
the data collected through the SESIR System and the school disciplinary/referral action
data files.

The purpose of this report is to provide school and district administrators with information
on the relative prevalence of crime and violence in their schools, to allow schools to find
over and under reporting errors and to determine “match rates” between reported SESIR
incidents and corresponding disciplinary actions reported. This report is a tool for
districts to check and improve the quality of data being reported to DOE.
  
 
D-3 Why is this report important?
 
This report fulfills the requirements of the federal Uniform Management Information and
Reporting System (UMIRS) and is used by DOE to complete the Consolidated School
Performance Report and other federal reports. SESIR data is used by districts to select,
justify, and implement Safe and Drug-Free Schools (SDFS) prevention programs under
Title IV funding. It is the only reliable assessment tool used by the statewide gang
reduction task force and other statewide initiatives.

E-1 Why is it important for districts and schools to review the quality of data
reported to the DOE?
 
Districts are encouraged to examine the quality of data submitted to the DOE for
accuracy on an on-going basis. Having a quality data review process in place at the
school and district levels is a way of improving the quality of reporting processes for
SESIR incidents and their matching resultant disciplinary actions. Furthermore, it is a
means of identifying over-reporting, under-reporting, and incorrect reporting of SESIR or
disciplinary data to the DOE.

District-Specific SESIR Data Quality Review Report
play
in quality data reviews?
 
The District-Specific SESIR Data Quality Review Reports provide summative information
for each school district regarding issues of data reporting accuracy and uncharacteristic
data reporting. It is an adjunct tool provided to district level administrators to improve the
quality of reporting processes for SESIR incidents, as well as their matching resultant
disciplinary actions. This report focuses on ways to examine district level data in order to
uncover potential reasons for:
1) Sharp fluctuations in SESIR incidents from year to year, and
2) Discrepancies that sometimes occur between SESIR incidents reported and their
appropriate matching disciplinary actions.
