    11. The intent of the Florida Career and Professional Education Act is to improve middle and high school student performance by providing rigorous and relevant curriculum opportunities, including career-themed courses that articulate to postsecondary-level coursework and lead to industry certification. The legislation [s. 1003.491(4), F.S.] created a Curriculum Review Committee to develop a timely, transparent process for reviewing newly proposed core courses and existing courses requested to be considered as core for purposes of meeting high school graduation requirements. The Curriculum Review Committee has developed a Reviewer Worksheet for content area specialists to utilize when reviewing an elective or core course to be approved by the State Board of Education for entry into the Course Code Directory.
    12. An electronic course submission and review process is currently being phased-in to allow district personnel to submit courses for review by content area specialists. The submission and review process will be expedited to facilitate an automatic response to districts regarding whether or not a course meets the requirements for approval and will provide an explanation for denial as well as an opportunity for appeal. This transparent, electronic process will allow district personnel the opportunity to review expectations for course proposals prior to submission. The electronic process should be fully operational by December 31, 2008.
