SUBJECT: BUILDING THE BEHAVIORAL FRAMEWORK FOR RESPONSE TO
INTERVENTION
 
 
In response to ongoing questions about Rule 6A-6.03016, Florida Administrative Code,
Exceptional Education
Eligibility for Students with Emotional/Behavioral Disabilities
, regional meetings are being planned to assist
districts with implementation. This rule, which became effective on July 1, 2007, clearly references response
to intervention. Districts are exploring how this may best be accomplished through interventions for students
with problem behaviors.
 
Meetings will include training on response to intervention logic and data-based decision-making. Guidance
and technical assistance will be provided related to the development of implementation plans that support both
the academic and behavioral needs of students in the general education environment. Additional support will
be provided at the meetings by staff from the Department of Education and select discretionary projects,
including those working in the areas of problem-solving response to intervention, positive behavior support,
and student services.
 
We anticipate five regional meetings, tentatively scheduled for May 2008. Districts will be asked to send a
team of professionals to these meetings. Recommendations for team composition will be provided for your
consideration, with final team membership confirmed by the Bureau of Exceptional Education and Student
Services. Additional information will be forthcoming shortly as meeting logistics are finalized.
