2007-08 Florida Education Finance Program Third Calculation
Attached is the Third Calculation of the 2007-08 Florida Education Finance Program (FEFP).
This calculation incorporates 2007-08 full-time equivalent (FTE) students and supplemental
information prepared from the summation of actual July and October survey data and estimated
February and June survey data. The 2007 ad valorem tax roll certified by the Department of
Revenue on November 30, 2007, was used in the calculation of required and discretionary local
effort.
In comparing the 2007-08 Third Calculation with the 2007-08 Revised Second Calculation,
please note the following:

Unweighted FTE declined by 11,681.87 from 2,642,320.87 to 2,630,639.00.
2.
?
Funded weighted FTE declined by 9,720.88 from 2,864,467.01 to 2,854,746.13. Initial
implementation of the High School Algebra Supplement added 3,339.74 weighted FTE to
the total funded weighted FTE students.
The Group 2 over-cap weighted FTE is
2,537.45; the under-cap total is 12,855.82.

FEFP Base Funding declined by $38,253,383 from $11,841,489,374 to $11,803,235,991
as a result of the funded weighted FTE decrease.

Total Required Local Effort decreased by $9,606,159 from $7,909,648,521 to
$7,900,042,362.

Total Prior Year Adjustments are $43,370,911. The paid vs. earned prior year adjustment
was caused by a decline in the 2006 tax roll used for the 2006-07 final calculation and the
2006-07 FTE student amendments.

The amount withheld for the John M. McKay Scholarship Program is $135,359,573.

A proration of $12,082,702 in state FEFP funds was needed to align the funding with the
2007-08 Revised Second Calculation and the adjustments to the appropriation made in
the 2007 Legislative Special Session C.
Payments to districts based on the 2007-08 Third FEFP Calculation will begin with the January
10, 2008, payment.
