SCHOOL BUS BID #2008-04 ORDERING INSTRUCTIONS

.
PURCHASE ORDER (P.O.) DEADLINES
For units ordered by June 25, 2008, the required delivery date will be 240 days from the date
the bidder and/or bidder’s representative(s) receives the district’s purchase order after
processing by the Florida Department of Education (FDOE).
For example, if the FDOE School Transportation Management Section (STMS) forwards a
district purchase order to a bidder on January 24, 2008, the required delivery date will be
September 20, 2008. The required delivery date will be clearly specified on the FDOE cover
sheet transmitted to the bidder with the district purchase order.
The purchasing school district may request that the unit(s) ordered not be delivered prior to a
specified date. This request must be clearly indicated on the purchase order and a note to this
effect will also be included on the FDOE’s cover sheet.

2.
PAYMENT INSTRUCTIONS AND INFORMATION
Payment for Type A, C, and D complete buses
will be due upon delivery and acceptance by
the purchaser, or within forty-five (45) calendar days after receipt of invoice, or within forty-five
(45) calendar days of receipt of Manufacturer’s Certificate of Origin (MCO), whichever is later.
Purchaser has no more than ten business days to accept or reject the bus.
Rejection of
any unit must be immediately confirmed through the FDOE.
Under the provisions of Section 215.422, Florida Statutes, vendors may charge interest
penalties if payment for the bus is not received according to the above
requirements.

Once your purchase orders are received by the STMS, they will be processed and
forwarded electronically to the vendor as quickly as possible. A confirmation of receipt of
your purchase orders will be e-mailed to the Transportation Director and Service
Manager. A hard copy will be mailed to your school district finance manager.
If you do
not receive a receipt for your order
within two weeks, please contact the STMS at

This confirmation is important because it is your only assurance
that your order has been transmitted to the vendor

UNITS WITH AIR CONDITIONER SYSTEMS
Districts purchasing units with air conditioners may choose the manufacturer, model, and system
configuration.
Please review the air conditioner specifications from Florida School Bus
Specifications, Revised 2006, Section V, for details. Pricing information for buses with System A
and System B air conditioner units has been provided for all applicable configurations. If you are
purchasing a unit with an air conditioner, please make sure your purchase order clearly indicates
the price and the Air Conditioner (A/C) Code. The code can be located in the first column of the
A/C information. As an example, in the A/C configuration below, the A/C code is BB1 and the
price is $3,650.

INFORMATION

Each district ordering Type C or Type D buses will receive one service manual, CD, or
on-line access authorization per shop location from the manufacturer covering the
chassis model(s) purchased.

The vendor is required to deliver one parts manual, CD, or on-line access authorization
per shop location to each district purchasing one or more buses.

Type A, C, and D final stage manufacturers shall agree to accept electronic notification of
school district in-service dates provided by the DOE in lieu of forms or update forms.
Such notification shall serve to update actual warranty start dates for all chassis, chassis
components, and body and body component warranties.

complete delivery of buses purchased from this contract within their defined areas of
responsibility. These areas of responsibility are defined below.
Florida Bus Unlimited
is designated as the dealer representative for the following
districts: Alachua, Baker, Bay, Bradford, Brevard, Calhoun, Citrus, Clay, Columbia, Dixie,
Duval, Escambia, Flagler, Franklin, Gadsden, Gilchrist, Gulf, Hamilton, Hernando,
Hillsborough, Holmes, Jackson, Jefferson, Lafayette, Lake, Leon, Levy, Liberty, Madison,
Manatee, Marion, Nassau, Okaloosa, Orange, Osceola, Pasco, Pinellas, Polk, Putnam,
Santa Rosa, Sarasota, Seminole, St. Johns, Sumter, Suwannee, Taylor, Union, Volusia,
Wakulla, Walton, and Washington.
Atlantic Truck Center
is designated as the dealer representative for the following
districts: Broward, Charlotte, Collier, Dade, DeSoto, Glades, Hardee, Hendry, Highlands,
Indian River, Lee, Martin, Monroe, Okeechobee, Palm Beach, and St. Lucie.
Please see page 8 for a map that designates these areas of responsibility. Thomas Built
Buses, Inc., will notify each Florida school district, as well as eligible local and state
agencies, as to which dealer is responsible for providing services under this contract.
All purchase orders issued by Florida school districts and any other eligible local or state
agency must be made out to the identified dealer for their area. The purchaser must then
submit its purchase order(s) for processing as specified in Section 3 above.

BUS SEATING CAPACITIES

All capacities listed in this guide are based on the maximum capacity of that shell size
using 13 inches of rump width per seating position, per National School Transportation
Specifications and Procedures, Revised 2005 (NSTSP), and Florida School Bus
Specifications, Revised 2006. Purchasers should call manufacturers to determine actual
capacities for the specific configuration they are ordering. Please also see Appendix A for
a general guide for wheelchair lift buses.
