Apprenticeship Program Terms, Acronyms, and Definitions:

Apprenticeship Organization (Sponsor Name):
The name of the sponsor of the "registered"
apprenticeship program for which the LEA offers related training instruction.
 
ƒ
  
Apprenticeship Program Number
: An 11-character code that begins with the letters FL which
identifies the registered apprenticeship program. This number is only assigned and issued by
the RAIS system when program information is entered for registration purposes.
 
ƒ
  
ATR:
Apprenticeship Training Representative. The ATR is a DOE employee that coordinates
the formation of apprenticeship programs. A list of ATR field offices is provided as Attachment
Four.
 
ƒ
  
CCD Program Code:
The seven-character code that school districts report to identify the
course/program of instruction.
 
ƒ
  
FL CIP Number:
The ten-digit version of the Classification of Instructional Programs that Florida
uses to identify the program of instruction and that the Community Colleges use to report to the
Department.
 
ƒ
  
Occupation Code:
The four-digit code assigned by the Registered Apprenticeship Information
System (RAIS). This number identifies the occupations for which the sponsor and the chosen
LEA can provide training.
These codes may be obtained from your ATR or by referring to a copy
of the contract that was signed by you and your sponsor.

RAIS System:
The Registered Apprenticeship Information System; a national apprenticeship
data base owned and maintained by the Federal Bureau of Apprenticeship and Training, United
States Department of Labor. By agreement, the State Apprenticeship Registration Agency is
required to maintain Florida's registered apprenticeship data in the RAIS System.

Trade:
The name of the occupation consistent with the Occupation Code identified in the RAIS
system that LEA may provide related training instruction for (if they have a contractual
agreement with a sponsor).

Apprenticeship
program defined
By federal definition an apprenticeship program
"shall mean a plan
containing all terms and conditions for the qualification, recruitment,
selection, employment and training of apprentices, including such matters
as the requirement for a written apprenticeship agreement."
  
 
 
  
A sponsor's role
A sponsor is the apprenticeship organization, the private partner of the
program and the entity responsible for providing the Apprenticeship
Section, Division of Workforce Development (DWD), Department of
Education (DOE), with the necessary paperwork to register the program
within applicable state and federal apprenticeship rules and regulations.
The Apprenticeship Section is authorized to perform the authorized
apprenticeship registration function for both State and Federal purposes in
Florida.
 
The sponsor is also responsible for development of the curriculum
standards meeting industry standards, which will be taught to the students
as their instructional portion of the program. These have to be approved in
the sponsor’s program standards by the registration agency, before final
approval and registration of the program is granted. Many of the existing
career and technical education curriculum frameworks are presented and
approved for use as the instructional portion of an apprenticeship program.
Some program sponsors demand the use of their own industry developed
standards which must be blended with what the state of Florida mandates
as necessary student outcomes for completion of a career and technical
education program.
 
 
  
Apprenticeships
and LEAs
The LEA is chosen by the sponsor to offer the instructional portion of the
apprenticeship program. If the LEA wants to be the instigator of the
partnership, they can ask for assistance from an apprenticeship training
representative in arranging for this with an entity that is already registered
and approved to offer an apprenticeship program.
 
By federal and state statute, LEAs are not able to be a sponsor of a private
sector registered apprenticeship program. They can, however, sponsor an
apprenticeship program for their own (LEA) employees. Registered private
sector apprenticeship program sponsors can partner with LEAs in multiple
districts for related instruction purposes.
 
 
  
Registering
occupations
Registered apprenticeship program sponsors can register one or more
occupations in their program standards. LEAs can offer one program that
can train for multiple occupations or have multiple programs that train for
one occupation. All the approved curriculum standards for the training of a
particular occupation have to be agreed upon by the regional
apprenticeship training representative, and the Apprenticeship Section
BEFORE a sponsor is granted approval to offer a registered apprenticeship
program.
 
  
 
 

Attachment Three
 
RAIS System
All of Florida’s data for registered apprenticeship programs in the State is
kept in a database called the Registered Apprenticeship Information
System (RAIS). When apprenticeship programs are registered, this system
automatically assigns them a program registration number for perpetual
tracking. The number is used for all data applications that relate to the
sponsor's approved program. The number can cover more than one
occupation (with each being designated by a four-digit occupational code
specifically related to a Dictionary of Occupational Titles [DOT] number).
 
The Program Number is critically important for verification of occupations
that a sponsor is approved to offer. It is also used to verify that the LEA is
authorized to provide instructional support for a particular apprenticeship
program and report their student completers as "apprentices."
 
 
  
Apprenticeship
agreements
For students to be recognized as registered apprentices in a registered
apprenticeship program, the student must have entered into a signed
apprenticeship agreement with the registered program sponsor; and the
said agreement must be registered with the authorized state registration
agency. Also, like the registered apprenticeship program sponsor, the
registered apprentice receives an I.D. number assigned through the RAIS
system.
 
 
  
"Apprenticeable"
vs. registered
Just because a program includes on-the-job training does not make the
program a registered apprentice program. Many of our job preparatory
career and technical education programs are "apprenticeable," which is not
the same thing as being approved as a "registered" apprenticeship
program. If a student is in a career and technical education program that is
not approved as a "registered" apprenticeship program then they should be
reported and treated as any other program or occupational completion
point (OCP) completer. If the student is in a career and technical education
program, offered by a partnering LEA for a private sector sponsor who is
registered with the apprenticeship registration agency, then the student
completers would be reported as "apprentices" for the training they
completed during the year. Without the referencing federal number
(program registration number) of the private sector sponsor, the partnership
between the LEA and the partner, and approval by the DOE, the LEA
should not report any student as an apprentice for funding purposes.

apprenticeships
If an LEA wants to offer an approved "registered" apprenticeship program
for their own employees, they need to work with their regional
apprenticeship representative who will assist with the development of the
LEAs program standards.
