Funding Purpose
To provide K-20 curricular reviews which will identify gaps between industry standards
and the capacity of Florida’s workforce education programs to meet these industry
needs. This will be accomplished by a consortia of K-20 educational, business, and
industry partners that will conduct curricular reviews of career clusters with the focus
on Information Technology, Engineering, Nursing and Teaching.
Funding Priorities
Priority will be given to consortia with broad K-20 institutional representation, which
are geographically diverse, have program/curriculum development expertise, and have
strong business and industry partners.
Target Population
Students in secondary and postsecondary workforce education programs at all levels of
the K-20 educational system.

IDENTIFICATION OF CAREER CLUSTER
o
Identify which career cluster (Information Technology, Engineering, Nursing or Teaching) that the
consortium identified in this proposal intends to address. Targeted secondary and postsecondary programs
in the career clusters are listed in Appendix A.
•
COMPONENT ONE -- IDENTIFICATION OF CONSORTIUM MEMBERSHIP
o
Identify the K-20 educational partners that have agreed to be a part of the consortium for the review of
this cluster. Proposals must include representation from school districts, community colleges, public
universities, and nonpublic postsecondary educational institutions as members of the consortia. Priority
will be given to consortia that are geographically diverse and include rural representation. Letters of
agreement from each educational entity involved must be included.

COMPONENT TWO -- INDUSTRY PARTNERS AND RELATIONSHIPS
o
Collaboration with business and industry is critical to the overall strategy for the development and review
of K-20 workforce education programs. Identify each current business partner in this cluster together
with the form that the partnership has or may take. For example:
Participation in curriculum development by company/industry experts
Educational programs on site at the location of the business
Use of equipment loaned by the business
Industry representatives serving as instructors
Scholarships fully or partially funded from private sector funds
Customized programs specific to the needs of the local business
o
For each business partner identified, obtain a letter of support on the appropriate letterhead.

COMPONENT THREE -- PRIOR EXPERIENCE IN PROGRAM/CURRICULUM DEVELOPMENT
o
The primary focus of this activity is the evaluation and recommendation for changes to current program
curriculum. Describe the experience members of the proposed consortium have had with curriculum
development. Describe the scope of the work (degree, certificate, short-term customized courses) and the
approach that was used (i.e., Developing a Curriculum Process [DACUM]). These development activities
need not be in the cluster under consideration.

COMPONENT FOUR – STATEMENT of WORK and REQUIRED PRODUCTS
o
A critical element of the proposal should be a focus on the smooth transition of students in the career
cluster from one level of educational attainment to the next (i.e., from secondary to postsecondary
vocational to community college to bachelors degree). Describe how the work is to be accomplished and
the timelines that you envision being required. Key elements will be the depth of and the points at which
business partners are engaged in the development of the program standards. Specific deliverables MUST
include:
Program standards recommended for each level of articulation (if applicable)
o
Technical competencies
o
Academic requirements
o
Soft workplace skills (i.e., working in teams)
o
Equipment and software requirements
o
Instructor qualifications
Clearly demonstrate how the curricular review and resulting recommendations will foster a
seamless articulation for students from one educational level to the next
Review of distance learning products and their applicability to program standards
Models for accelerated workforce education

IV.
FISCAL REQUIREMENTS
Funds shall be allocated consistent with federal and state laws. All applications must provide a detailed budget narrative
on the DOE 101 form in accordance with the instructions on the form. No indirect costs will be permitted for these
projects.
A. Funding shall supplement, not supplant
•
In general, the funds made available for workforce education activities shall supplement and not supplant
other state or local public funds expended for workforce education programs.
B. Local Administrative Cost
•
Not less than 95% of the funds shall be expended for carrying out workforce education activities. The
remaining amount, not to exceed 5%, may
be used for:
o
Planning
o
Personnel development
o
Interagency coordination
o
Administration (no indirect cost permitted)

D. Performance-Based
Funding
•
As expressed in the Performance-Based Schedule of Payments, performance-based payments will be
distributed upon receipt of a properly prepared invoice and acceptance of units of deliverables by the state
reviewer.
E. Distribution of Funds
•
Funded recipients will receive their allocation via payment based upon performance in the following manner.
o
One-third of the award will be paid based upon consortia development and submission of an action plan
that includes how the consortium will research and develop curriculum frameworks and instructional
delivery processes. This is due within 45 days of the effective date of the project award.
o
One-third of the award will be paid upon delivery and acceptance of the draft report on or before May 1,
2003.
o
One-third of the award or the total amount disbursed as reported on the final FA 399 will be paid upon
delivery and acceptance of the final report of the Cluster Consortium on or before June 1, 2003, which
must be accompanied with a final FA 399.
NOTE: Deliverable dates may be adjusted by written amendment if individual circumstances warrant.

Conditions for Acceptance
To be accepted for further consideration, all applications submitted to the Department of Education must include a
completed form DOE100A with the original signature of the appropriate agency head. If the signature on the DOE 100A
is other than agency head, a letter authorizing that individual to sign must be attached. The application must also include
the completed DOE 101 Form. The application must be received no later than the close of business on the date of the
submission deadline stated below.
