    Jeanine Blomberg
    Commissioner of Education
    FLORIDA DEPARTMENT OF EDUCATION

    DATE: September 12, 2007

SUBJECT: Announcement of Rule Development Workshops:
Supplemental Educational Services (SES) in Title I Schools

The No Child Left Behind (NCLB) Act requires school districts to notify parents of eligible
students enrolled in Title I schools identified as in need of improvement, corrective action, or
restructuring regarding the opportunity to participate in supplemental educational services (SES)
or free tutoring. Florida law (Section 1008.331, Florida Statutes [Supplemental educational
services in Title I schools; school district and provider responsibilities.--]) authorizes the State
Board of Education to adopt rules pursuant to Sections 120.536(1) and 120.54, Florida Statutes,
to implement and enforce the provisions of the state law.

To get public input regarding SES and the proposed rule, the Florida Department of Education
has scheduled three regional rule development workshops (see attachment). Department staff
is also developing an online system to provide an opportunity for stakeholders to review the
draft rule and provide comments. You may access this system in October via our website at
    http://www.fldoe.org/flbpso/

If you have questions or need additional information, please contact the Bureau of Public School
Options at 850.245.0479 or via email at maryjo.butler@fldoe.org.
