    Funds disbursed to participating districts shall be applied toward the purchase of a qualifying service. District participation in this pilot is
    voluntary. Districts shall decide to participate by November 1, 2007. The Department of Education shall reallocate any funds remaining on a
    prorata basis to participating districts by December 31, 2007.
    Districts that do not currently have a qualifying school safety/emergency mass notification service may purchase the system by contracting with a
    qualified service provider in accordance with the district’s purchasing rules, by utilizing the terms of a contract from another district, or by
    utilizing the state contract negotiated by the Department of Education pursuant to the pilot project initiated in the 2006-2007 fiscal year from
    Specific Appropriation 116 in Chapter 2006-25, Laws of Florida.
