SUBJECT:
Dual Enrollment Credit for Approved Statewide Programs
In support of Florida’s goal of promoting highest student achievement, the Department of Education
recognizes the merit of statewide programs that promote civic education and award college credit through
dual enrollment. Three such programs:
Boys State
,
Girls State
, and the
Lou Frey Institute of Politics and
Government Civic Leadership Academy
offer students statewide this opportunity. The Florida American
Legion and the Florida American Legion Auxiliary offer Boys State and Girls State Leadership Programs
at Tallahassee Community College and Florida State University. The Civic Leadership Academy,
recognized by the Carnegie Foundation for Teaching, is a two-week intensive academy offered at the
University of Central Florida. These programs provide delegates structured learning experiences about
democratic political processes and opportunities to participate in political procedures.
This memo is a reminder to school districts that pursuant to s. 1007.271(17), F.S.:
“
The Commissioner of Education may approve dual enrollment agreements for limited course
offerings that have statewide appeal. Such programs shall be limited to a single site with
multiple county participation.”
These programs benefit students statewide and are, therefore, approved for student participation via dual
enrollment. Upon successful completion of the program, students earn postsecondary credit for POS
X112
State and Local Government
, and 0.5 high school social studies elective credit.

Some districts have established policies that limit dual enrollment course options to those listed on the
Articulation Coordinating Committee
D
ual Enrollment Course Equivalency List
and therefore have not
recognized dual enrollment credit earned in other postsecondary courses. It is important to note that this
list identifies only those courses that are guaranteed to meet high school subject area requirements. It
does not contain all of the courses available for dual enrollment and is not intended to restrict dual
enrollment course options. Current law allows for any course in the Statewide Course Numbering
System, with the exception of remedial courses and physical education skills courses, to be offered as
dual enrollment. Hundreds of college courses not included on the
Dual Enrollment Course Equivalency
List
, including the above POS X112, are available for eligible students through the dual enrollment
program and count as high school elective credit.
