    ENGLISH FOR SPEAKERS OF OTHER LANGUAGES ENDORSEMENT FOR
    READING ENDORSED TEACHERS – REVERSE CROSSWALK
    Increasing the number of teachers endorsed in reading that may also be qualified to teach reading to
    English language learners (ELLs) will assist schools and school districts in ensuring all students are
    provided with the high quality instruction that leads to ELLs becoming successful readers. As previously
    communicated in August 2006, via K-12 Memorandum 2006-121, the Department was in the process of
    developing a reverse crosswalk to identify the competencies from the Reading Endorsement that aligned
    to the standards and competencies for the ESOL Endorsement. We are pleased to provide the English for
    Speakers of Other Languages (ESOL) for Reading Teachers reverse crosswalk. In addition, the
    Department is also pleased to provide a new option for school districts for the ESOL Add-on
    Endorsement Plan.
    The reverse crosswalk developed by experts in both reading and second language acquisition awards
    teachers with the Reading Endorsement 120 points/hours towards the ESOL Endorsement. In addition,
    the new
    ESOL for Reading Teachers
    [E – R – T]
    provides for two additional courses and the
    completion of a practicum or demonstration of mastery for the additional 180 points/hours necessary to
    complete the 300-hour ESOL Endorsement.
    The Department has also developed two brochures which identify all of the approved options for
    obtaining Reading Certification and the approved options for obtaining ESOL certification. The ESOL
    brochure includes the

    Attached is the ESOL to Reading Reverse Crosswalk. It will be also posted at the following URL:
    http://www.firn.edu/doe/aala/omsinst.htm. The Department is developing a technical assistance
    document which will provide more guidance on how to implement the crosswalk. The technical
    assistance document will include questions/answers designed to assist districts in identifying the
    competencies that should be covered in the practicum/demonstration of mastery and the options that are
    available for offering the two courses/components of Applied Linguistics and Methods of Teaching
    ESOL.
    In accordance with the timelines for completion of the ESOL Endorsement, as established in State Board
    of Education Rule, teachers have up to six years in which to complete the ESOL Endorsement. The chart
    below outlines the timeline for a teacher assigned to teach reading to an English language learner during
    the 2005-06 school year:

    Years are based on the school year in which the teacher was assigned to teach reading to an ELL student.

    In-field designation is based on the fact that teachers are already certified in Reading, and the reverse crosswalk
    awards teachers more inservice points than are required by the ESOL Inservice and Certification Timeline, and the FDOE
    Course Code Directory for years noted did not reflect this requirement. The CCD for 2007-08 will be amended to reflect
    this requirement and teachers with out ESOL Endorsement or ESOL Certification would need to be approved to teach
    out-of-field.
