DESCRIPTION AND PURPOSE
The Faculty Innovation Institute (FII) is funded through the
Florida State Improvement Grant, a competitive federal project
under Part D of the Individuals with Disabilities Education Act
(IDEA, 1997), to assist college and university based
personnel preparation programs make systemic program
changes to improve outcomes for students with disabilities.
For university personnel selected to participate, the Institute
will provide support to develop university-based Action Plans
for program improvement and to facilitate implementation of
an Action Plan. Teams from Florida’s colleges and universities
are invited to submit an application to become participants
in Florida’s 1st Annual Institute. The Faculty Innovation
Institute will begin with a working conference for program-
based teams from each college or university. At this conference
each team will collaboratively develop an Action Plan for
systemic change and program improvement. The Institute will
provide follow-up technical assistance and support for each
team as Action Plans are implemented.
INVITATION FOR APPLICATIONS
Each team intending to participate in the Institute and attend
the working conference is invited to submit an application
that (1) identifies an area in need of systemic change, (e.g.,
unifying general and special education teacher preparation,
integrating special education content into administrator
preparation), (2) identifies multidisciplinary team
membership, and (3) demonstrates commitment from
participating departments and colleges.
ELIGIBILITY
Eligible participants include faculty and other team members
from a public or private university in the State of Florida with
an approved teacher, administrator, or support services
personnel preparation program. Team-based applications
must have the written support of the chief administrators (e.g.,
Dean and Chair) of the organizational units applying for
participation in the Faculty Innovation Institute.
Team composition must include stakeholders from different
disciplines who can effectively address the institution’s
identified area of systemic change. Teams may include faculty
members from various disciplines, personnel who provide
services to individuals with disabilities (including both
professional and paraprofessional personnel who provide
special education, general education, related services, or early
intervention services), school administrators, other school
district personnel, students, family members, college
administrators, and other agency personnel.

EXPECTATIONS AND COMMITMENTS
College/University Team Expectations
Identify an area in need of systemic change in a personnel
preparation program at your institution as it relates to the
purpose of the Faculty Innovation Institute.
Describe and provide a rationale for the team’s
composition at your institution.
Provide institutional commitment for team participation
at designated activities.
Develop an action plan (including a plan for data collection
and evaluation) at the FII working conference.
Implement the action plan.
Make periodic Progress Reports to FII personnel.
Submit final Action Plan Evaluation Report to FII personnel.
FII Commitments
Reimburse approved team travel expenses to participate
in the Institute.
Provide networking opportunities.
Provide support for the development of an action plan.
Provide follow-up technical assistance to implement action
plans.
Provide technical assistance in evaluation of the action
plan.
Provide assistance with dissemination of the action plan
results (e.g., publishing a monograph, presentations at
annual professional conferences, technical briefs).
Provide one or more years of technical assistance for
approved teams who demonstrate systemic change
progress. (Faculty Innovation Institute anticipates funding
through 2006, pending U.S. Department of Education
approval and continuing support).

APPLICATION DIRECTIONS
1.
Identify a priority need in your personnel preparation
program as it relates to the Institute theme.
2. Identify team members and provide a rationale for team
membership.
3. Provide letters of support from the chief administrators
(e.g., Dean and Chair) of the organizational units applying
for participation in the Faculty Innovation Institute.
4. Identify single contact person.
5. Applications must be received by September 16, 2002.
SUBMISSION PROCEDURES
1. Please send one original and 10 copies of the proposal to
Florida Department of Education representative listed on
the Application Cover Sheet.
2. Please include all letters of support.

APPLICATION REQUIREMENTS
To be given full consideration, a completed application will
provide
1. well-documented need
2.
the potential for improving a personnel preparation
program through systemic change
3.
the potential for improving educational outcomes for
students with disabilities
4. demonstration of knowledge regarding needs and issues
related to the request using current data
5.
composition of teams that include appropriate
stakeholders that facilitate multidisciplinary collaboration
6. alignment with Goal 3 of the Florida State Improvement
Plan and Strategic Imperative #1 of Florida’s K-20
Education System Strategic Plan
Goal 3 states that “sufficient numbers of qualified
personnel will be available to provide effective
instructional and related services to students with
disabilities.”
Strategic Imperative #1 provides for “increasing the
supply of highly qualified K-12 instructors” in the state
of Florida.
