No Child Left Behind (NCLB) Highly Qualified Elementary Teacher

The Florida Department of Education has developed an additional way for districts to establish
an elementary teacher’s highly qualified status per NCLB for teachers coming to Florida from
another state. Attached is an updated requirements chart that includes an additional option for
highly qualified (HQT) experienced elementary level teachers. This chart replaces the revised
NCLB elementary teacher chart of March 2006.
This option (number three on the chart) allows school districts, when hiring experienced
teachers from another state, to send a verification form to another state department of
education. By completing the form, the other state department verifies that the veteran teacher
met that state’s HQT designation by earning a passing score on an appropriate subject content
test. This new option would then eliminate the requirement that the experienced elementary
teacher from out of state be required to pass the Florida subject content test to establish HQT
