2+2 Partnership Baccalaureate Incentive Funding
Within the 2006-07 General Appropriations Act, $3,045,000 was appropriated as a 2 + 2 Partnership
Incentive for baccalaureate programs being delivered at community college sites. This initiative supports
the Department of Education’s Strategic Imperatives to coordinate efforts to improve higher student
learning, and to align financial resources with performance.
Both the community college and the public/private colleges and universities offering baccalaureate degree
programs on community college campuses during 2006-07 are eligible to receive funding. Community
colleges that enrolled students in upper division coursework and/or awarded their own baccalaureate
degree(s) during the Summer 2006, Fall 2006, and/or Spring 2007 terms are not eligible to apply for this
funding for themselves, or on behalf of their partner institutions, irrespective of joint or concurrent-use
upper division programs currently operating on their campuses.
The application/distribution process for this appropriation is as follows:
•
Eligible community colleges must submit the application to the Department of Education no later
than March 15, 2007.
Applications will only be accepted from eligible community colleges.
Partner institutions may NOT submit applications. Partner institutions must provide accurate data
to the eligible community colleges in order to receive funding.

Community colleges must
submit separate data for EACH public or private
college/university partner
that is delivering baccalaureate-level coursework at a community
college site. If a partner is providing more than one degree program (e.g., Education and
Business) combine all of the upper division credit hours offered by that partner and record that
figure on the designated application form.
•
The total appropriation will be disbursed by the Department of Education and allocated to eligible
community colleges and their partners based upon the enrollment (total credit hours reported) in
the upper-division baccalaureate programs during the terms indicated above.
•
Community colleges will receive 50% of the funding for each partnership program and their
partner college/university will receive the other 50% of the funding.
•
By submitting the application, community colleges and their partner institutions certify the
accuracy of enrollment figures provided and understand that this information is subject to review
by legislative auditors.
