    RATIONALE
    The
    No Child Left Behind Act of 2001
    reinforces previous legislation requiring that a
    comprehensive needs assessment be conducted on an annual basis at the state and
    local levels. This information is used to determine the service delivery plan for the
    school year. This information may be obtained from a variety of sources including, but
    not limited to the following: academic assessment data, attendance data, health,
    transportation, and/or counseling records.
    LOCAL PROGRAM
    LEAs/LOAs may prioritize areas of service if a local needs assessment renders
    evidence that is inconsistent with the Florida Migrant Education Program (FMEP).
    However,
    "Each state that receives assistance under this part shall ensure that the state
    and its local operating agencies identify and address the special educational needs of
    migratory children in accordance with a comprehensive state plan…"
    Each LEA/LOA must have a local plan on file with the FMEP by 5:00
     
    p.m. on
    September 30, 2002. All LEAs/LOAs will be required to submit their performance data
    at the end of the 2002-03 school year, this information will be used for evaluating
    progress, as well as, providing additional data sources for the 2003-2004 school year.
    STATE PROGRAM
    Utilizing a combination of these data sources, FMEP has identified goals and a plan for
    service delivery for the 2002-2003 school year, to be implemented during the 2003-
    2004 school year.
