    TAP NUMBER: BPSO-2006-008

    MEMORANDUM

    TO:
    District Superintendents

    FROM:
    Cheri Pierson Yecke, Ph.D.

    DATE:
    October 12, 2006

    SUBJECT:

TECHNICAL ASSISTANCE PAPER (TAP) RELATED TO PARENT DISTRICT
    PROVIDER AGREEMENTS (PDPA)

The No Child Left Behind Act provides low-income parents whose children attend Title I schools
that are in need of improvement with an opportunity to access free tutoring, or supplemental
educational services (SES), to expand options for their children who are struggling in school.
NCLB requires each school district to enter into an agreement with the state-approved SES
provider selected by the parents in the district. This agreement, or Parent District Provider
Agreement (PDPA), must be developed in consultation with the student’s parents.

Please find attached a technical assistance paper (TAP) developed by Department staff to
provide school and district personnel and SES providers with information essential to the
development, implementation, and evaluation of a student’s PDPA. The TAP identifies those
components of the PDPA for which school district personnel and SES providers have respective
responsibility and provides information and suggestions for completing and implementing those
components as required by NCLB. The document includes assistance in writing measurable
goals for the PDPA and a sample PDPA that districts can use or modify to meet local needs.
