Florida Residency Guidelines for Tuition Purposes
As a result of the efforts of the Statewide Residency Committee, which included seeking extensive input
from college and university registrars, admissions officers, and financial aid directors, the
Florida
Residency Guidelines for Tuition Purposes
were adopted by
the Articulation Coordinating Committee
(ACC) on September 6, 2006. The newly revised residency guidelines can be found online at FACTS.org
at http://www.facts.org/html_sw/residencyGuidelines.html. You may also access the guidelines through
the main page of FACTS.org by clicking on the “Advising Manuals” tab.
The residency guidelines are intended to be used by Florida's public community colleges and state
universities in determining residency for tuition purposes and by authorized independent colleges and
universities in determining eligibility for state financial aid programs. Institutions should follow these
guidelines when making residency determinations for the spring semester 2007, and thereafter.
The
Florida Residency Guidelines for Tuition Purposes
document is considered to be a “living
document” that will periodically be updated as input from stakeholders is received and additional
pertinent information is gathered. Any future changes must be approved by the ACC and will be
communicated statewide with an appropriate effective date.
In addition, State Board of Education (SBE) Rules and Board of Governors (BOG) Regulations relating
to residency for tuition purposes are currently under review. Although the ACC has approved the
recommendations proposed by the Statewide Residency Committee, no changes to SBE Rule or BOG

Regulations will be made until final approval has been granted by both boards. Therefore, current
SBE Rules and BOG regulations relating to residency for tuition purposes remain in effect until
further notice.
