LOCAL EDUCATIONAL AGENCIES
In support of the State Board of Education’s imperative to increase student achievement, the Department
is pleased to provide this technical assistance paper (TAP) on Title I, Part D, Subpart 2, Local Educational
Agencies. The TAP provides guidance on federal regulations addressing the implementation of programs
and services for children and youth who are neglected, delinquent, or at-risk.
This document summarizes the federal requirements, answers questions that the Department is frequently
asked about transition services and use of funds and provides additional resources that may assist you in
implementing programs and services which focus on increasing the academic achievement of children
and youth who are neglected, delinquent, or at-risk. For additional information or questions concerning
