Instructions for Colleges and Universities to Request
Student Performance Reports for the
Florida Teacher Certification Examinations
Score History Data Reports (pass/fail scores) for the Florida Teacher Certification
Examinations (FTCE) are available to Florida colleges and universities. Colleges and
universities may also request a breakdown of overall student performance by each
competency for each examination (FTCE Competency Reports) based upon ss. 1004.04
(5)(a), Florida Statutes. These reports are available by request to the FTCE testing
contractor, the Institute for Instructional Research and Practice at the University of South
Florida. To obtain these data reports for its students, a college or university should submit
a request to the University of South Florida in standard CD format as follows:
1.
Provide the Social Security numbers (SSNs) of its students. For security purposes,
do not include names.
2.
Write the SSN data to a text file as a nine-digit string without dashes (999999999)
beginning in column one.
3.
Write only one SSN on each line of the file. There should be no other data in the
file.
4.
Arrange the SSN data in any order. It is not necessary that the data be in
numerical order.
5.
Send the data on one CD only with accompanying cover letter that specifically
requests FTCE Score History Data and/or Competency Reports (both reports can
be requested using one CD) via Federal Express to:

The University of South Florida will be able to fill data requests provided the
university/college data are formatted exactly as described above. Otherwise, the
university/college data will be returned unmatched. These reports take one to three weeks
to process and distribute.
The University of South Florida (USF) will return the CD with data output via Federal
Express in a simple text file format for the score history file. This score history file will
contain the cumulative subject area examination (SAE), Professional Education (PED),
and General Knowledge (GK) data for each SSN that the university/college submitted.
The report that USF submits to the college/university will be arranged in SSN order for
the score history file. SSNs for which there are no test data will be appended to the end
of the score history file with an appropriate notation.
The score history file output file format is given below. Each unique combination of
administration date and test type will occupy one line and be formatted as follows for the
score history file:
Output File Format
Field
Column Location
SSN 1-9
Passing Status 14-27
Test Form Description 31-62
Test Date 63-67 (“mm/yy”)
This output allows the most flexibility in that the data may be input into any number of
software applications (e.g., SPSS, EXCEL, SAS, ACCESS, etc.). In addition, the output
may also be queried using word-processing or text editing software such as NOTEPAD,
WORD, or VEDIT as needed.
For purpose of illustration, two sample text files for score histories are provided below.
SAMPLE1.TXT, for example, is a text file displaying hypothetical SSN data for four
examinees (Note: This is a sample of input data that a university/college would submit to
USF in the CD format).
SAMPLE1.txt NOTEPAD

The second sample file, SAMPELE2.TXT, is a text file displaying the USF output
associated with the SSNs received on the university/college input file.

The above instructions and sample reports are for the Florida Teacher Certification
Examinations (FTCE). For the Florida Educational Leadership Examination (FELE),
summary reports showing percent passing by subtest and performance by domains are
automatically sent to colleges or universities with four or more students taking the FELE
during a regular administration. These hard copy summary reports are sent to the colleges
or universities two weeks after the score reports are scheduled for mailing for the regular
examinations. These FELE reports are sent to the contact person identified by the college
or university (deans, chairpersons, directors, administrative assistants, etc.).
Questions about the FTCE Score History Data Reports, FTCE Competency Reports, or
the FELE Summary Reports should be directed to the University of South Florida
(walter@iirp.coedu.usf.edu). The Office of Assessment and School Performance in
conjunction with the University of South Florida is pleased to provide this service to the
Educator Preparation Institutes, colleges, and universities in the state of Florida.
