SUBJECT: Technical Assistance Paper, Home Education and Dual Enrollment
Articulation
The Florida Department of Education has established a goal for highest student achievement. To
support this goal, we are pleased to provide a technical assistance paper to help postsecondary
institutions and home educators develop articulation agreements for dual enrollment. There are
no statutory provisions that require institutions to develop articulation agreements for home
educated students; yet, the increased number of home education participation in the state’s dual
enrollment program has prompted a need for technical assistance. Included in this paper is a list
of frequently asked questions, the process and procedures involved in developing working

agreements, and a sample parent letter and sample articulation agreement template. The intent of
this paper is to guide institutions and home educators in the development of an agreement that
provides current information appropriate to home education enrollment and supports a
collaborative relationship with the home education community.
