MEMORANDUM
TO:
District Title I Migrant Coordinators
FROM:
Stephen P. Best
DATE:
August 19, 2002
SUBJECT: FISCAL YEAR 2001-02 MIGRANT CHILD COUNTS
Attached is the Florida Migrant Child Reporting Matrix for the 2001/02 fiscal year. Please complete this
form using counts obtained directly from the current Certificates of Eligibility (COE) on file at your location.
This survey will be used for comparison to the data submitted by your districts in Survey 5, and will be
part of the confirmation process to assure the accuracy of this year’s count.
As discussed in the memorandum of May 28, 2002,
New ‘Migrant Status Term’ Data Element,
the
regular and summer term counts submitted to the United State Department of Education (USDOE) will be
derived from the new ‘Migrant Status Term’ element reported in Survey 5 this August. If you have any
questions about this process, please contact us immediately. The Florida Migrant Child Reporting Matrix
will be used as a check against this new element, ensuring its accuracy and reconciling it to the
information on file on the COE.
To ensure sufficient time to aggregate this data, compare it to the data submitted electronically, and
provide a sufficient window for corrections and updates, we are asking that you return the Matrix to us no
later than September 17, 2002. While we do need a signed original for our files, a faxed or emailed copy
will be acceptable for purposes of meeting this urgent deadline.
We thank you in advance for your cooperation in the matter. At the beginning of October 2002, we will be
returning to you a report showing the counts submitted on this form, those reported using the ‘Migrant
Status Term’ element, and the count obtained by the older methods of calculating the count from the
Survey 5 data. We will then work to reconcile those counts, make any necessary corrections, recapture
the updated data in November, and submit the count to the USDOE by December 1, 2002. Our goal is to
accurately account for every Migrant Child in our state – Let us get this right!
Should you have any questions or concerns, please contact Stephen P. Best, (850) 921-3798,
stephen.best@fldoe.org or Angel Stanford, (850) 922-8952, angel.stanford@fldoe.org.
