We are pleased to advise you that the 2006 Florida Legislature included the Governor’s Summer
Program in the specific appropriation for exceptional student education (ESE) to coordinate
efforts to promote higher student learning. The Department of Education (DOE) has allocated
$215,575 to continue this program for outstanding secondary gifted or high-achieving students,
enabling them to participate in programs and use the resources of the universities and colleges in
the state of Florida. You are invited to submit an application on behalf of your institution. We
appreciate your interest in this program and look forward to the implementation of outstanding
summer programs for Florida’s gifted and high-achieving students.

Guidelines for Application for the Governor’s Summer Program
The amount of funding awarded to each project will be based on the estimated costs of the
proposed program; however, a maximum of $25,000 will be awarded to any one project.
Institutions may submit separate applications for more than one program, but should note that
one of the considerations in funding is that of geographical distribution of programs across the
state.
Please note that there is a requirement that applicants secure a minimum of $5,000 in
matching funds for support of this program. Universities and colleges are encouraged to use
existing resources and to collaborate with school districts, agencies, businesses, industries,
foundations, or other groups for support of this activity.
Consideration for funding will be given to those programs in the areas of mathematics, science,
humanities, the arts, or social studies, which integrate the following curriculum design
modifications:

engagement in authentic tasks
•
use of authentic environments
•
multidisciplinary approaches
•
use of technology
•
integration of process skills
•
encouragement of student reflections/metacognition
•
meaningful demonstrations of learning
Each program must be designed for students entering grades eight through twelve for the 2007-
08 school year.
A program may serve students across all of these grades or may focus on
students in a narrower range of grades who have common instructional needs.
Applications should be prepared in a narrative using the attached Governor’s Summer Program
Application Instructions. These instructions are also available on the Bureau’s Web site at

Please note that private colleges, community-based organizations, and other non-public
agencies must also submit copies of the organization’s current budget, a list of its board of
directors, and if available, a copy of its most recent annual audit report prepared by an
independent certified public accountant licensed in this state. These items must be submitted

Funding Method
Quarterly Advance to Public Entity
For quarterly advances of non-federal funding to state agencies and local education agencies
(LEAs) made in accordance within the authority of the General Appropriations Act.
Disbursements must be documented and reported to FDOE at the end of the project period. The
recipient must have detailed documentation supporting all requests for advances and
disbursements that are reported on the final FDOE financial report.

Advance Payment (State Grants Only-
private institutions
)
Upon receipt of the Project Award Notification, up to 25% of the total award may be advanced for
the first payment period. To receive subsequent payments, at least 90% of amount advanced
must be reported on the DOE 399 and supported by appropriate documents, including copies of
invoices, timesheets, receipts, etc.
Fiscal Requirements
Supporting documentation for expenditures is required for all funding methods. Examples of
such documentation include: invoices with check numbers verifying payment and/or bank
statements; all or any of which must be available upon request.
Note that institutions are required to show a minimum of $5,000 in matching funds.
These funds
may be from the sponsoring institutions, foundations, and/or businesses. In-kind contributions may be
used to meet the matching requirements.
•

Tuition paid by students may not be considered as part of the matching fund
requirements.
Attach letters of support verifying intent to make the contributions available for
support of the program. Specifics for grantee match are the same as for the granted funds.

The Governor’s Summer Program funds are to be used for provision of instruction and special
services only. No expenditures are allowed for food, social or promotional activities, or materials
such as T-shirts, certificates, social events, group photographs, refreshments, plaques, and with
certain exceptions for residential programs, meals.

Student application or audition fees are not allowed.
•
?
Indirect costs may not be charged to the Governor’s Summer Program budget.
•

Due to the timing of the project, FDOE grant recipients should plan to attend the most available
Grant Fiscal Management Training, offered by the Department.
Project Performance Accountability and Reporting Requirements
The Department’s program managers will track each project’s performance based on the
information provided in the Performance Expectation section, pages 17-28.
Complete those pages
that specifically apply to the intent of the proposed project. An outside evaluation is not required.
Grantee must send at least one person to a
meeting to review the expectations for evaluation and
dissemination.
It will be beneficial to send the person responsible for compiling the narrative and
arranging for dissemination. Grant funds may be directed to cover the cost of travel and housing for one
contact person to attend the mandatory one-day state meeting to review project evaluation guidelines as
described in the application packet. Failure to have a representative attend may impact future
Governor’s Summer program funding to the institution.
Notice of Intent-to-Apply
The due date to notify the program contact person Donnajo Smith of Intent-to-Apply is
October 13, 2006. This notification can be sent as an e-mail (Donnajo.Smith@fldoe.org) or fax
(850-245-0955) message and should include a return e-mail address. Providing the Intent-to-
Apply is not required for an application to be considered but assists the applicant by assuring
receipt of answers to frequently asked questions and competition updates. Conversely, eligible
organizations which file Intent-to-Apply are not required to apply.

Method of Answering Frequently Asked Questions or Providing Changes
The last date that questions will be answered is October 20, 2006. Any questions, changes in
dates, clarifications, or addenda to the Request for Proposals will be addressed via e-mail
contact to all who file an intent-to-apply.
Method of Review
Proposals will be subject to technical review by the Department of Education and content review
by a committee representing district programs, university personnel, and personnel familiar with
the special needs of gifted and high achieving students.
Program proposals will be evaluated and recommended for funding based on

the accessibility to students from small/rural districts;

Applicants funded in prior years must have met the terms and conditions of prior grants to be
recommended for funding for the 2006 Governor’s Summer Program.
It is anticipated that applicants will be notified of the review outcomes before or during March 2007.

The Florida Department of Education has developed a standardized format for applicants to use in preparing their proposals /
