    LEGISLATIVE CHANGES RELATING TO PAPERWORK REDUCTION
    House Bill 7087 (A++) makes several legislative changes designed to reduce the paperwork and data
    collection burden placed on our teachers, principals, and district staff. The changes are based on the
    recommendations of the Paper Reduction Task Force which met during 2005-06. This memorandum
    will cover details pertaining to the district-appointed teacher representative for paperwork and data
    collection reduction.
    Subsection 1001.42(22), Florida Statutes (Powers and duties of the district school board.--), is created to
    provide that beginning with this school year (2006-2007):

    Each district school board is required to appoint a classroom teacher to serve as the teacher
    representation to speak on behalf of the district’s teachers regarding paperwork and data collection
    reduction.

    Each district school board must provide the school community with an efficient method for the school
    community to communicate with the classroom teacher designee regarding possible paperwork and
    data collection burdens and potential solutions.

    The teacher designee shall annually report his or her findings and potential solutions to the school
    board.

    Each district school board must submit its findings and potential solutions to the State Board of
    Education by September 1 of each year.

    The Department of Education will post the names, e-mail address, and phone number for each district’s
    contact on the Paperwork Reduction Web site, www.fldoe.org/paperreduction. Districts are asked to
    send the name of their teacher representative to the Department by August 15, 2006. The DOE contact
    is Carrie Fraser (carrie.fraser@fldoe.org).
    The school district must send the first report of findings and potential solutions to the State Board of
    Education by September 1, 2006. Being the first year of this requirement, the first report may primarily
    be a status report of the preliminary findings of the paperwork and data collection burden in the district.
    This report should be concise and offer potential solutions, and include any actions that have been taken
    by the school district on the potential solutions.
    The State Board of Education is then required to prepare a report of the statewide paperwork and data
    collection findings and potential solutions and submit the report to the Governor, the President of the
    Senate, and the Speaker of the House of Representatives by October 1 of each year.
    Other legislative changes have been made relative to reducing the paperwork and data collection
    burdens impacting this effort. These changes include:

    Student progress monitoring, including the elimination of specific reference to the Academic
    Improvement Plan (AIP) & Personalized Middle School Success Plan (PMSSP), and consolidation of
    other plans. This was addressed in K-12 Memorandum #2006-84 on June 30, 2006.

    School improvement plans, which are now statutorily more focused on academic areas with less
    stringent requirements for higher performing schools than for lower performing schools. Additional
    information will be sent to districts on this topic.
