TECHNICAL ASSISTANCE PAPER (TAP) - USING THE CONTRACTING
RULE TO EXPAND OPPORTUNITIES FOR INCLUSION FOR
PREKINDERGARTEN CHILDREN WITH DISABILITIES
In support of the Department of Education’s goal to assist school districts in providing quality,
efficient services to all Florida students and consistent with goals of Florida’s State Performance Plan
(SPP), the Bureau of Exceptional Education and Student Services desires to expand educational
opportunities for prekindergarten children with disabilities to receive educational services with their
typically developing peers. One way for districts to do this is to enter into contractual agreements for
the provision of services through community-based early education and care programs.
We are pleased to provide you with a technical assistance paper that offers information on using Rule
6A-6.0361, Florida Administrative Code, “Contractual Arrangements with Nonpublic Schools,” to
expand opportunities for inclusion for preschool children.
