The Department of Education is pleased to provide this updated technical assistance document on third
grade progression issues. As you make important promotion and retention decisions for the third grade
students in your school district, we hope that this set of questions and answers will be a valuable resource.
The previous memo on this topic, K-12 (2005-60), went out via the paperless system on May 26, 2005.
Please refer to the memo that we are supplying today for the most accurate information.
Information on the following issues is provided: student portfolios, testing and assessment, tier three
students and transitional classrooms, options for parents of struggling readers, summer reading camps,
mid-year promotion, ESE promotion issues, curriculum, and professional development.
