Be It Enacted by the Legislature of the State of Florida:

Section 1. Subsections (2) and (7) of section 1002.23,
21
Florida Statutes, are amended to read:
22
1002.23 Family and School Partnership for Student
23
Achievement Act.--
24
(2) To facilitate meaningful parent and family
25
involvement, the Department of Education shall develop
26
guidelines for a parent guide to successful student achievement
27
which describes what parents need to know about their child's

educational progress and how they can help their child to
29
succeed in school. The guidelines shall include, but need not be
30
limited to:
31
(a) Parental information regarding:
32
1. Requirements for their child to be promoted to the next
33
grade, as provided for in s. 1008.25;
34
2. Progress of their child toward achieving state and
35
district expectations for academic proficiency;
36
3. Assessment results, including report cards and progress
37 reports; and
38
4. Qualifications of their child's teachers; and
39
5. School entry requirements, including required
40
immunizations and the recommended immunization schedule;
41
(b) Services available for parents and their children,
42 such as family literacy services; mentoring, tutorial, and other
43 academic reinforcement programs; college planning, academic
44 advisement, and student counseling services; and after-school
45 programs;
46
(c) Opportunities for parental participation, such as
47 parenting classes, adult education, school advisory councils,
48 and school volunteer programs;
49
(d) Opportunities for parents to learn about rigorous
50 academic programs that may be available for their child, such as
51 honors programs, dual enrollment, advanced placement,
52 International Baccalaureate, International General Certificate
53 of Secondary Education (pre-AICE), Advanced International

Certificate of Education, Florida Virtual High School courses,

and accelerated access to postsecondary education;
56
(e) Educational choices, as provided for in s. 1002.20(6),
57
and corporate income tax credit scholarships, as provided for in
58
s. 220.187;
59
(f) Classroom and test accommodations available for
60
students with disabilities; and
61
(g) School board rules, policies, and procedures for
62 student promotion and retention, academic standards, student
63 assessment, courses of study, instructional materials, and
64 contact information for school and district offices; and
65
(h) Resources for information on student health and other
66
available resources for parents.

(7) Each school district shall develop and disseminate a
68 parent guide to successful student achievement, consistent with
69 the guidelines of the Department of Education, which addresses
70 what parents need to know about their child's educational
71 progress and how parents can help their child to succeed in
72 school. The guide must:

(a) Be understandable to students and parents;
74
(b) Be distributed to all parents, students, and school
75 personnel at the beginning of each school year;
76
(c) Be discussed at the beginning of each school year in
77 meetings of students, parents, and teachers; and
78
(d) Include information concerning services,
79
opportunities, choices, academic standards, and student
80
assessment; and

(e) Provide information on the importance of student

health and available immunizations and vaccinations, including,
83
but not limited to:

1. A recommended immunization schedule in accordance with
85
United States Centers for Disease Control and Prevention
86
recommendations.

2. Detailed information regarding the causes, symptoms,
88 and transmission of meningococcal disease and the availability,
89
effectiveness, known contraindications, and appropriate age for
90
the administration of any required or recommended vaccine
91
against meningococcal disease, in accordance with the
92
recommendations of the Advisory Committee on Immunization
93
Practices of the United States Centers for Disease Control and
94
Prevention.

96 The parent guide may be included as a part of the code of
97 student conduct that is required in s. 1006.07(2).

Section 2. Subsection (6) of section 1002.42, Florida
99 Statutes, is amended to read:

1002.42 Private schools.--

(6) IMMUNIZATIONS.--The governing authority of each
102 private school shall:

(a) Require students to present a certification of
104
immunization in accordance with the provisions of s. 1003.22(3)-

(11).
