    AGREEMENTS FOR STUDENTS PARTICIPATING IN SUPPLEMENTAL
    EDUCATIONAL SERVICES
     
     
    The No Child Left Behind (NCLB) Act, signed into law in January 2002, amended the
    Elementary and Secondary Education Act of 1965 and includes the vast majority of federal
    programs and funding that affect K12 education. The most significant amendments focus
    attention and resources on improving low-performing schools and providing access for all
    students to high quality education. NCLB provides low-income parents whose children attend
    supplemental educational services (SES) to expand options for their children who are struggling
    in school. These services provide students with extra help in reading, language arts, and
    mathematics.
     
    NCLB requires each school district to enter into an agreement with the state-approved SES
    provider selected by the parents in the district. This agreement or Parent District Provider
    Agreement (PDPA) must be developed in consultation with the student’s parents.

    Please find attached a technical assistance paper (TAP) developed by Department staff to
    provide school and district personnel and SES providers with information essential to the
    development, implementation, and evaluation of a student’s PDPA. The TAP identifies those
    components of the PDPA for which school district personnel and SES providers have respective
    responsibility and provides information and suggestions for completing and implementing those
    components as required by NCLB.
