    Purpose
    The purpose of this technical assistance paper is to clarify the regulations regarding Charter School
    Program Subgrant awards to schools with Pre-K students.
    Discussion
    The Charter School Program Subgrant awards are intended to support elementary and secondary
    education. Some schools serving mainly pre-K students with limited enrollment of elementary
    students have applied for grants. If awards are given to these schools, they must be able to
    demonstrate how the money spent has supported their elementary program and not their pre-K
    program. If equipment, supplies, or services are to be used exclusively by the elementary students,
    those expenses are allowed. If the equipment, supplies, or services are used by students other than
    elementary students, the expenses are not allowed.
    Schools are cautioned to be careful in classifying equipment, supplies, or services as only benefiting
    elementary students if they may be use by other students. Grant recipients will be monitored by the
    Florida Department of Education to ensure funds are being expended as required. Schools that use
    the funds inappropriately will be required to refund all or part of the grant award.
