2005-2006 Software Changes
Changes to the DOE Program Cost Reporting System will include two new accounting system functions
(6500 – Instruction Related Technology and 8200-Administrative Technology Services). The new input
fields will be added at the end of the present function input fields (rather than in numeric order) to limit
the changes to the software and district interface programs. Distribution of software changes is planned
for May. Please make sure that affected district personnel are aware of the need to plan for the upcoming
changes.
2006-2007 Changes in Workforce Development Cost Reporting
Section 1011.80(9), F.S., requires that there be “…an annual cost analysis for the school district
workforce education programs that reports cost by discipline category consistent with the reporting of
full-time equivalent students.” This law further requires comparable reporting between the community
college and the school district workforce education programs. To accomplish these provisions, the
following workforce discipline categories replace the currently reported Workforce Education programs
in the 2006-2007 Program Cost Report:

Costs for the Adults with Disabilities grants continue to be reported as a reconciling item (“below the
line”) on the Program Cost Report.
Co-enrollment or dual enrollment students will continue to be reported through the K-12 and WDIS
records, with the students being identified to the teachers providing instruction.
The Program Cost Reporting System will properly report split classes for Workforce programs in the
same manner as for K-12 programs. For example, an adult education class with 402 and 403 students will
show the teacher’s time divided based on the number of students in each program.
This change in reported programs has no impact on the Program Cost Reporting Software because the
programs to be reported are annually established by program input panel C06 and teachers are identified
through coding in the Workforce Development Information System (WDIS) system. The Program Cost
Reporting System will continue to read the WDIS record to identify teachers by programs taught. This
will lead to the appropriate costing of salaries, benefits, and associated indirect costs. Other direct costs,
such as materials and equipment, may continue to be entered in the system as coded.
Workforce program full-time equivalency (FTE) of students is calculated by DOE from instructional
hours included in the WDIS system. The Program Cost Reporting software is capable of making this
calculation from the WDIS records for editing purposes. This edit can assist districts in report preparation
by marking programs with student-teacher ratios outside a district established range of expected ratios.

District and school personnel must be aware of the need to use the expanded programs codes in WDIS
records and in financial coding in place of the codes currently in use. These new program codes are
effective for the Program Cost Report submitted for the 2006-07 fiscal year.
