    MEMORANDUM

    TO:
    District School Superintendents
    District Certification Officers
Deans and Directors Colleges of Education

    FROM:
    Cheri Pierson Yecke, Ph.D.

    DATE:
    April 7, 2006

SUBJECT: Proposed Revisions to Rule 6A-4.006, General and Professional
    Preparation

Section 1012.56(5) (f), Florida Statutes, includes an option for teachers to satisfy one of the
requirements for a Professional Certificate, mastery of professional preparation and education
competence, by completion of specified college courses in combination with a passing score on
the Professional Education Section of the Florida Teacher Certification Examination and
classroom demonstration of education competence during the initial year of teaching. The
current requirements for this college course analysis option have not been substantially revised
    in decades.

The attached rule revisions are being proposed so that the course requirements will more
closely align to the priority teacher competencies and requirements in the other professional
preparation options including the traditional college preparation programs as recently revised
and approved by the State Board of Education. In addition to having consistency within the
multiple options for satisfying professional preparation, other principles guiding these revisions
are the need to delete unnecessary language and to streamline requirements for a concise plan
that includes the most critical competencies for teacher success in raising student achievement.
It is believed that these changes will result in better-trained and more effective teachers.
