    MEMORANDUM

    TO:
    District School Superintendents

    FROM:
    Cheri Pierson Yecke, Ph. D.

    DATE:
    March 17, 2006

    SUBJECT:
Technical Assistance Paper Related to Title I Parental Involvement

In an effort to assist school districts and schools in the implementation of parental involvement
policies as provided in Title I, Part A, of the No Child Left Behind (NCLB) Act of 2001,
Department staff have developed the attached technical assistance paper (TAP) entitled, “Title I
Parental Involvement.” The purpose of this TAP is to provide information, guidance, and
clarification on district and school responsibilities, parent rights, and the opportunity for
meaningful parental participation in the education of their children.

Research has shown that partnerships among families, schools, and communities help students
reach high standards by addressing the range of barriers that can impede academic progress. We
commend districts and schools for the progress attained thus far in achieving this goal. The
Department hopes you find this TAP helpful in clarifying the responsibilities of districts and
schools and in identifying additional strategies for implementing effective parental involvement
    policies.
