New Schedule for Administration of Comprehensive English Language Learning
Assessment (CELLA)
As many of you may already know, under the No Child Left Behind Act of 2001, states are required to
administer an annual assessment that measures the English language proficiency of English language learners
(ELLs) in grades K-12. CELLA is designed to measure the growth of students classified as English language
learners in mastering the skills in English they will need to succeed in school. Originally, the administration of
CELLA was scheduled for April 2006; however, we have received authorization from the U.S. Department of
Education to delay the first administration until the last week of August through the last week of September
2006.
The Department conducted the first contract management meeting with Educational Testing Services (ETS),
the contractor for the administration of CELLA, this week. Attached please find a flyer, which provides
additional information regarding CELLA, its uses, testing, levels, and administration time. In addition, a
conference call
for District ESOL Coordinators and Assessment Coordinators
has been scheduled for
Friday, February 24, 2006, from 1pm to 3pm. The call in number is 850-921-5230
. FDOE staff will be
available to answer questions and to obtain input from districts regarding test administration, training formats,
and training schedules. Additional information, including a technical assistance paper, will be available soon,
as well as other clarifying documents.
