Data Reporting for No Child Left Behind School Choice on the Automated
Student Information System for 2005-2006
As a result of the No Child Left Behind (NCLB) Act, there are reporting requirements for
school districts involving the identification of school choices for all PK-12 public school
students in Florida. District school superintendents were notified via a memo from
Commissioner Winn dated October 14, 2005, that school districts must be able to document
that they have notified all eligible parents of the two choice options under NCLB, publicized
the NCLB choice options in understandable formats, and provided parents with reasonable
time to make their decisions. This memorandum reviews the reporting requirements related
to the two school choice options required by NCLB to ensure accurate reporting of student
performance data and successful implementation of these programs.

Educational Choice, is reported to the Department using the Prior School Status/Student
Attendance format in Surveys 2, 3, and 5. The format, Title I Supplemental Educational

During the 2005-2006 school year, 675 schools in 61 school districts were identified as in
the second year of in need of improvement status and 33 schools were identified in the third
year of such status. These 708 schools are required to offer Choice with Transportation
and/or SES to eligible students. You may confirm the Title I schools in your district that
were identified as in need of improvement status and, therefore, required to offer Choice
with Transportation and/or SES in the 2005-2006 school year at

one on the list as in need of improvement must offer parents Choice with Transportation.
Schools identified as in need of improvement for the second and third year must offer
parents Choice with Transportation and SES.
Accurate record keeping is essential to document district compliance with NCLB and to
monitor students’ progress as impacted by parental choice. The data will also be used to
monitor compliance by the state-approved SES providers and to evaluate the quality of their
services for students. The following tasks should be completed by all school districts as
part of a quality system of collecting and reporting district and school data related to NCLB
choice, including choice with transportation and state-approved SES.
•
Identify the schools that are required to provide NCLB choice options to parents.
•
Identify the choice options that must be provided to parents at each school (Choice
with Transportation, SES, or both).
•
Identify the students who are eligible to participate in NCLB choice options.
•
Document parents’ choices for Choice with Transportation or SES.
•
Identify and report the SES providers chosen by each SES-participating student’s
parents.
•
Report the subject area (reading, writing, and/or mathematics) for which the student
is receiving SES.
•
Report the hours of contact for each SES subject area.

Code the Educational Choice element with code C for students who are receiving
Choice with Transportation and with code I for students who are receiving SES
services.
